Excel has a not-so-wonderful habit of deleting all leading 0s in “Number” or “General” Cells. To avoid this, don't open the CSV normally, but instead import it into a new workbook.

Create a new blank workbook

Go to File > Import > CSV

Select your file

Make sure “Delimited” is selected here

Select Comma as the delimiter on the second step and deselect tab

Select Text as the Cell type on the third step

Import to the existing sheet
You’ll notice any leading zeros are kept
